Chandler had an estimated population of about 278,748 as of July 2025. Roughly 13.6 percent of residents are 65 or older, median household income is about $108,095, and about 7.4 percent of residents under 65 have no health insurance.

At 13.6 percent, Chandler’s share of residents 65 and over sits below Phoenix and well below Scottsdale. This is a working city, and a large number of people here reach 65 while still employed.

Turning 65 while you are still working

This is the question we field most often from Chandler, and getting it wrong is expensive.

If you have genuine employer coverage through your own or a spouse’s active employment, you can usually delay Part B without penalty and take a Special Enrollment Period later. If your coverage is retiree coverage, COBRA, or a marketplace plan, that protection generally does not apply, and a late-enrollment penalty can attach to your Part B premium for life.

Those two situations look similar from the outside and are treated very differently by Medicare.

Part A is usually premium-free and can often be taken at 65 regardless — though not if you contribute to a Health Savings Account, because enrolling in any part of Medicare ends HSA contribution eligibility.

Your Medigap Open Enrollment Period begins the first month you are both 65 or older and enrolled in Part B. It runs six months and does not repeat. Inside it, an insurer must sell you any Medigap policy it offers regardless of your health history.

Arizona has no Medigap birthday rule and no annual switching window. Several states give residents a yearly opportunity to change Medigap policies without medical underwriting. Arizona does not, which puts it among the more restrictive states on this point.

Practically: choose Medicare Advantage at 65, want Medigap at 70, and the insurer can ask health questions and decline you. Narrow federal guaranteed-issue rights exist, including a trial right in your first year on Medicare Advantage, but they are exceptions rather than a safety net.

Prescription costs and the 2026 cap

2026 Medicare costs: Part A premium free with 40 quarters and a $1,736 deductible per benefit period, Part B at $202.90 a month with a $283 deductible, and Part D capped at $2,100 a year with a maximum $615 deductible.
What Medicare costs in 2026

For most people the drug list, not the premium, decides which of the Medicare plans Chandler offers is right.

There is now a hard ceiling. Once out-of-pocket spending on covered Part D drugs reaches $2,100 in 2026, you enter catastrophic coverage and pay nothing further for covered drugs that calendar year. No Medicare drug plan may charge a deductible above $615 in 2026.

Before you enroll in Medicare plans Chandler offers, stop HSA contributions

This catches more people working past 65 than any other rule, and by the time it is noticed the money has usually gone in.

You cannot contribute to an HSA for any month in which you are enrolled in any part of Medicare — not just Part B, but premium-free Part A as well. Contributions made in those months are excess contributions and attract a tax penalty.

What makes it a trap is the backdating. When you enroll in Part A after your 65th birthday, coverage is backdated up to six months, though never earlier than the month you turned 65. Someone who works to 68, contributes throughout, then signs up is retroactively enrolled for the previous six months — and six months of contributions become excess.

The same backdating applies automatically if you claim Social Security, because Part A comes with it and cannot be declined while you draw benefits.

The answer is to stop contributing at least six months before you intend to enroll or claim. You can still spend the balance afterwards, including on Part B premiums and out-of-pocket costs, which is legitimate and underused. Only new contributions stop.

The eight-month window, and the COBRA mistake that follows it

If you have genuine employer coverage through active employment at a large enough employer, you can usually delay Part B without penalty. When that employment ends, a Special Enrollment Period gives you eight months to enroll.

Here is where it goes wrong. The clock starts when the employment or the coverage ends, whichever comes first — not when COBRA runs out. COBRA is not active employment coverage. Neither is retiree coverage.

People take eighteen months of COBRA, assume they are protected, and discover on enrolling that they are ten months late with a penalty of 10 percent of the standard premium for every full twelve months missed — for as long as they hold Part B. On the 2026 premium of $202.90 that is roughly $20 a month, permanently, for each year late.

The rule also turns on employer size, and the threshold differs depending on whether your eligibility comes from age or from disability. If you are anywhere near this situation it is worth one call before your birthday rather than a correction afterwards, because a correctly applied penalty cannot be appealed.

The order that avoids all of it before you pick a plan

Three months before your birthday month, and before looking at any of the Medicare plans Chandler carriers file, establish whether your employer coverage genuinely lets you delay, and stop HSA contributions if you have not. Then decide your route before your Medigap window opens rather than after. Then choose the drug plan against your actual prescriptions rather than its premium.

Everything on that list can be corrected later except the Medigap window, which opens once for six months when you are both 65 and enrolled in Part B, and does not come back.

The Medicare plans Chandler offers are approved at county level. CMS figures for May 2026 show Maricopa County with 814,285 Medicare beneficiaries, split almost exactly evenly: 397,529 in Original Medicare and 416,756 in a Medicare Advantage or other private plan, about 51.2 percent.

That is level with the national figure and marginally below the Arizona average of 51.5 percent. For someone deciding for the first time, an evenly split market is the most useful kind: both routes are competitive here, and neither is simply what everybody does.

About 115,989 Maricopa beneficiaries, roughly 14.2 percent, are dual eligible. If your income drops when you stop working — which is exactly the situation this page is about — it is worth re-checking the Medicare Savings Program limits then rather than only now. For 2026 they reach about $1,350 a month for one person and $1,824 for a couple, with countable resources up to $9,950 and $14,910.

The same applies to the income-related premium surcharge. It is set from your tax return two years earlier, so the first years of retirement are frequently billed on your last high-earning year. Form SSA-44 asks Social Security to use current figures instead after a life-changing event, and retirement counts.
