Mobile had an estimated population of about 200,824 as of July 2025. Roughly 17.4 percent of residents are 65 or older, median household income is about $53,558, and about 11.7 percent of residents under 65 have no health insurance.
At 17.4 percent, Mobile has the largest share of residents 65 and over among Alabama’s major cities, on a median income roughly $21,000 below Huntsville’s. More Medicare-eligible residents, considerably less financial cushion.

If you evacuate to Atlanta, Birmingham or out of state and need care that is not a true emergency, how your plan behaves depends on its type. A Medicare Advantage HMO generally covers emergency and urgent care anywhere, but routine or follow-up care outside the service area may not be covered at all.
A PPO gives more out-of-network latitude, at higher cost sharing. Original Medicare with a Medigap policy has no network whatsoever — any provider who accepts Medicare accepts the policy, in any state.
For someone managing a chronic condition who may be displaced for weeks, that distinction is not academic. If evacuation is a realistic part of your year, say so early, because it narrows which of the Medicare plans Mobile offers are genuinely suitable.

Alabama Medigap rules, and why timing matters more here

Alabama gives you fewer second chances on Medicare Supplement coverage than many states, which shapes every one of the Medicare plans Mobile residents weigh.
Your Medigap Open Enrollment Period begins the first month you are both 65 or older and enrolled in Part B. It runs six months and does not repeat. Inside it, an insurer must sell you any Medigap policy it offers regardless of your health history.
Alabama has no Medigap birthday rule and no annual switching window. A number of states let residents change Medigap policies each year without medical underwriting. Alabama is not among them.
The Alabama Department of Insurance also confirms that Medigap policies are not guaranteed issue for Medicare disability insureds under age 65, though those insureds are guaranteed a policy during a six-month period beginning the month they turn 65. The same protection applies to people who qualified through End-Stage Renal Disease.
Practically: choose Medicare Advantage at 65, want Medigap at 70, and the insurer can ask health questions and decline you. Narrow federal guaranteed-issue rights exist, including a trial right in your first year on Medicare Advantage, but they are exceptions rather than a safety net.

Prescription costs and the 2026 cap

For most people the drug list, not the premium, decides which of the Medicare plans Mobile offers is right.

This is not a small regional quirk. It is one of the highest private-plan shares in the country, and it changes what comparing Medicare plans Mobile residents can join actually involves.
CMS enrollment data for May 2026 puts Mobile County at 90,609 Medicare beneficiaries. Of those, just 26,403 are in Original Medicare and 64,206 are in a Medicare Advantage or other private plan — a private-plan share of about 70.9 percent.
The national figure is 51.2 percent. Alabama as a whole runs at 61.5 percent, already one of the most plan-heavy states in the country. Mobile sits nearly ten points above even that, and almost twenty above the national rate. Roughly seven beneficiaries in ten here are in a private plan.
What that market means for the Medicare plans Mobile residents pick
Three consequences follow, and the third is the one people miss.
The plan choice is genuinely wide. Where seven in ten beneficiaries are in private plans, carriers compete hard and benefit packages tend to be richer than in thinner markets. That is a real advantage and it is worth using.
Medicare Supplement is the minority route, not the wrong one. Fewer local people hold one, which means fewer conversations start there and fewer agents lead with it. For someone who travels, evacuates during storm season, or splits the year between two places, a supplement’s complete absence of a network can be worth more than any benefit package. Being the minority choice is not the same as being the worse one.
Network churn matters more where enrollment is concentrated. When most of a county is in private plans, provider contract disputes affect more people and get renegotiated more often. A hospital or physician group leaving a network is a bigger local event here than in a county where most people are on Original Medicare and unaffected by it. That is a concrete argument for reviewing the Medicare plans Mobile carriers file every autumn rather than letting a plan roll over.
One in five qualifies for help paying for Medicare plans Mobile sells
About 20,337 Mobile County beneficiaries — roughly 22.4 percent — are dual eligible, holding both Medicare and Medicaid. That is well above the national pattern and consistent with the income figures already on this page.

Your home, your car and certain burial funds generally do not count toward the resource limits. Alabama has not expanded Medicaid, which matters a great deal for people under 65 — but these Medicare programs are separate from that decision and are not affected by it.
Qualifying also brings a Special Enrollment Period, so you are not tied to the autumn window. Given the storm-season point above, that flexibility is worth knowing about: if a displacement changes your circumstances, you may be able to act straight away rather than waiting for October.
