Two things about Scottsdale change the calculation. Incomes are high enough that a Medigap premium is usually affordable, and a large share of residents spend part of the year elsewhere.
Medicare Advantage plans are built around a local network. That works well if you receive nearly all your care in Maricopa County. It works less well if you spend four months a year in another state, where an HMO may cover only emergencies.
Medigap has no network. Any provider who accepts Medicare accepts the policy, anywhere in the country. For a seasonal resident that difference is not a detail, it is the whole decision.

The Arizona Medigap deadline that does not come back

Practically: choose Medicare Advantage at 65, want Medigap at 70, and the insurer can ask health questions and decline you. Narrow federal guaranteed-issue rights exist, including a trial right in your first year on Medicare Advantage, but they are exceptions rather than a safety net.

Prescription costs and the 2026 cap

For most people the drug list, not the premium, decides which of the Medicare plans Scottsdale offers is right.
There is now a hard ceiling. Once out-of-pocket spending on covered Part D drugs reaches $2,100 in 2026, you enter catastrophic coverage and pay nothing further for covered drugs that calendar year. No Medicare drug plan may charge a deductible above $615 in 2026.

Medicare Advantage and Part D plans are approved county by county, and your eligibility follows your permanent residence — the address Social Security and Medicare hold for you. It is not the address you are currently sleeping at, and it is not whichever of your two homes you prefer.
So if Scottsdale is your permanent address, the Medicare plans Scottsdale carriers file are the ones open to you, and the network that matters is the Maricopa County one — even during the months you spend elsewhere.
What each route does when you are away from Scottsdale
Original Medicare with a Medicare Supplement. No network at all. Any provider in the country who accepts Medicare accepts the policy, in Arizona or anywhere else, with no referral and no authorization. For a genuinely dual-residence household this is usually the simplest answer, and it is why Medigap comes up more often in Scottsdale conversations than the state average would predict.
A Medicare Advantage HMO. Emergency and urgent care are covered anywhere. Routine and follow-up care outside the service area frequently is not covered at all. A plan built around Maricopa County providers may leave you paying in full for a scheduled appointment in another state.
A Medicare Advantage PPO. Out-of-network care is covered at a higher cost share, which is workable but not free. Check what the out-of-network out-of-pocket maximum is, because for 2026 CMS allows PPOs to cap combined in-network and out-of-network spending as high as $13,900 against $9,250 in network.
Some plans offer a travel or visitor benefit that extends coverage for a defined number of months away. Where it exists it is genuinely useful, and it is worth asking about by name rather than assuming.
If you change your permanent address
Moving out of your plan’s service area is a qualifying event that opens a Special Enrollment Period, usually running two months from the move. That is a right rather than a courtesy, and it exists precisely so that nobody is stranded on a plan whose network they have left.
The mistake to avoid is quietly treating a second home as a permanent address without changing anything on record. If your plan is filed in Maricopa County and Medicare holds an out-of-state address for you, claims and eligibility can both become complicated in ways nobody notices until a bill arrives.
Medicare plans Scottsdale offers, in the county enrollment data
CMS figures for May 2026 put Maricopa County at 814,285 Medicare beneficiaries — one of the largest Medicare populations of any county in the country. Of those, 397,529 are in Original Medicare and 416,756 are in a Medicare Advantage or other private plan, an almost exactly even split at about 51.2 percent.
That matches the national figure almost precisely, and sits slightly below the Arizona average of 51.5 percent. An even split is the best possible environment for comparing: both routes are competitive, both are well supplied, and neither is the default that everyone drifts into.
About 115,989 Maricopa beneficiaries — roughly 14.2 percent — are dual eligible. If your income is near the limits, the Medicare Savings Programs pay the Part B premium and, at the top level, deductibles and coinsurance too: about $1,350 a month for one person and $1,824 for a couple in 2026, with countable resources up to $9,950 and $14,910.
Scale also means the widest plan choice in the state, and the heaviest marketing. Those two things arrive together, and telling a good plan from a well-advertised one is most of what comparing the Medicare plans Scottsdale offers actually involves.
