Medicare plans Waukegan residents can enroll in for 2026 fall into three groups: Original Medicare paired with a Medigap policy, Medicare Advantage, and standalone Part D prescription drug coverage. Which of the Medicare plans Waukegan carriers offer are open to you depends on the county of your permanent address, not the city name on your post.
Medicare plans Waukegan residents can compare
Waukegan is the seat of Lake County and sits near the Lovell Federal Health Care Center, a combined VA and Navy facility, so veterans questions are common here.
You can meet by phone or online screen sharing rather than traveling anywhere. Call (312) 348-7209 to talk through your options with a licensed agent.
Lake County decides what you can enroll in
Medicare Advantage and Part D plans are approved county by county, not statewide. Waukegan sits in Lake County, and your permanent address is what determines the plans you are eligible to join. Lake County has its own plan menu, distinct from Cook County to the south.
Check your doctors and hospitals first
Care around Waukegan is concentrated in a small number of systems, including Vista Medical Center East, Advocate Condell Medical Center and the Captain James A. Lovell Federal Health Care Center. Participation changes from year to year and can differ between two plans from the same insurer, so confirm your own doctors and preferred hospital directly with the plan and with the provider office before you enroll.
If you use the Lovell Federal Health Care Center
VA care and Medicare are separate programs with separate networks, and care received outside the VA system is generally not covered by the VA. Many veterans keep both. If you use Lovell, mention it early, because it affects whether adding a Medicare Advantage or Part D plan makes sense for you.
What to have ready
- Your Medicare number and your Part A and Part B start dates.
- Your permanent Waukegan ZIP code.
- Every doctor and specialist you want to keep.
- Every prescription, with exact dosage and frequency.
- Any Medicaid, Extra Help, VA or employer coverage you already have.
Enrollment periods that apply
Most people can change plans during the Annual Enrollment Period each autumn, effective January 1. If you are already in a Medicare Advantage plan, a further window early in the year lets you switch once or return to Original Medicare. Special Enrollment Periods may apply if you move, lose other coverage, or gain or lose Medicaid. Moving into or out of Waukegan is itself a qualifying event worth asking about.
Look past the premium when comparing Medicare plans Waukegan offers

A zero-dollar premium does not mean zero cost. Compare the annual out-of-pocket maximum, specialist and hospital copays, and how each of your prescriptions is tiered on that plan's formulary. For most people it is the drug tiers and the out-of-pocket ceiling, not the premium, that decide what a plan really costs over a year.

The four parts behind the Medicare plans Waukegan offers

Every plan you will be shown is built from the same four federal building blocks. Knowing which is which makes the rest of the comparison much easier.
Part A covers inpatient hospital stays, skilled nursing care, hospice and some home health. Most people pay no premium for it, because they or a spouse paid Medicare taxes for at least 40 quarters.
Part B covers outpatient care, doctor visits, lab work and preventive services. It carries a monthly premium and a late-enrollment penalty that lasts for life, so the timing of your enrollment matters more than most people expect.
Part C is Medicare Advantage. A private carrier takes over your Part A and Part B benefits and usually adds drug coverage plus extras such as dental, vision and hearing. Most of the Medicare plans Waukegan residents actually enroll in are Part C plans, because the local market is competitive.
Part D is prescription drug coverage, sold either as a standalone policy alongside Original Medicare or bundled inside an Advantage plan.
The alternative route is Original Medicare paired with a Medicare Supplement, or Medigap, policy. That costs more each month, has no network at all, and leaves you very little to pay when you actually use care.
The Illinois birthday rule, and who it actually covers

Illinois has a Medigap birthday rule, but it is narrower than most people are told, and getting it wrong is expensive.
If you already hold a Medicare Supplement policy, you get 45 days beginning on your birthday to move to another policy without medical underwriting. Three conditions apply, and all three must be met.
- You must be between 65 and 75. At 76 the window closes for good.
- The new policy must be with the same insurer or an affiliate — this is not a license to shop the whole market.
- The new policy must carry equal or lesser benefits than the one you hold.
The rule was revised on January 1, 2026 under Public Act 103-0747. If anyone has told you that Illinois lets you change Medigap carriers freely each year, or that the window runs past 75, they were describing a different state.
Outside that window, and outside a guaranteed-issue situation, an Illinois carrier may ask health questions, charge more, or decline you. Your one unconditional opportunity is the six-month Medigap Open Enrollment Period that starts when your Part B begins.

What prescription coverage costs in 2026
Drug coverage is where choices among the Medicare plans Waukegan offers most often go wrong. No plan is good or bad for drugs in general — it is good or bad for your particular list.
The 2026 rules help everyone. No Part D plan may charge a deductible above $615, and once you have spent $2,100 out of pocket on covered drugs your cost for the rest of the calendar year drops to zero. The Medicare Prescription Payment Plan lets you spread that amount across monthly installments rather than facing a large bill in January.
What still varies is the formulary. Check three things for every medication you take: whether the drug is covered at all, which tier it sits on, and whether the plan demands step therapy or prior authorization before it will pay.
If your income is limited, Extra Help through Social Security can cut premiums and copays substantially. A great many people who qualify never apply, and checking costs nothing.
How we narrow the Medicare plans Waukegan offers
A licensed agent’s job is to make the list shorter, not longer. Three questions do most of the work.
Your doctors. We check every physician you want to keep against each plan’s directory, and confirm the medical group as well as the individual name. This alone eliminates most of the Medicare plans Waukegan carriers sell.
Your prescriptions. Two plans with an identical premium can differ by thousands of dollars a year once your real drug list is priced against each formulary.
How you prefer to pay. Medicare Advantage keeps the monthly cost low and charges you as you use care. Medigap reverses that. Neither is better in the abstract; it depends on your budget and your tolerance for an unexpected bill.
Commissions are set by the Centers for Medicare & Medicaid Services and are identical across carriers for the same product line, so an independent broker comparing the Medicare plans Waukegan carriers file has no financial reason to steer you toward any one of them. Our help costs you nothing.
Lake County is the most Original-Medicare-heavy county in the Chicago area
If you take one fact from this page, take this one. It shapes what the Medicare plans Waukegan residents are offered actually look like.
CMS enrollment data for May 2026 puts Lake County at 135,916 Medicare beneficiaries, of whom 89,234 are in Original Medicare and 46,682 are in a Medicare Advantage or other private plan. That is a private-plan share of about 34.3 percent.
Set that against the surrounding area and the gap is striking. Cook County next door runs at 44.9 percent. Illinois as a whole is 43.9 percent. The national figure is 51.2 percent. Lake County is roughly seventeen points below the national rate and nearly ten below its own state.
Two practical consequences follow, and both work in your favor if you know about them.
Medicare Supplement quotes here are worth getting. In a market where two-thirds of beneficiaries keep Original Medicare, insurers compete for that business and the rate history matters. Anyone who assumed a supplement was unaffordable without pricing one is guessing in a market that may not support the guess.
Advantage plans compete harder for a smaller pool. That can mean better benefit packages than the raw enrollment share suggests. It also means more year-to-year change, because plans in thin markets adjust more often.
Medicare plans Waukegan offers stop at the county line
Plans are approved county by county, and the Lake–Cook boundary runs south of Waukegan. Someone in Waukegan and someone twenty minutes down the shore in northern Cook County can be looking at different plan menus, different networks and different premiums.
Confirming which county your permanent address sits in takes fifteen seconds and it decides everything after it. We do that before discussing any of the Medicare plans Waukegan carriers file.
Help paying for Medicare plans Waukegan residents choose
About 14,052 people in Lake County — roughly one Medicare beneficiary in ten — are dual eligible, meaning they hold both Medicare and Medicaid. That is below the Illinois average, and the gap usually means eligible people are not applying rather than that they do not exist.
Two programs are worth checking against, whatever you assume about your income. The Medicare Savings Programs pay the Part B premium and, at the top level, deductibles and coinsurance too: in 2026 the Qualified Medicare Beneficiary level reaches about $1,350 a month for one person and $1,824 for a couple. Extra Help reduces Part D costs, with 2026 income limits near $23,940 and $32,460.
Your home and your car generally do not count toward the resource limits, and Illinois applies rules of its own. People rule themselves out on a rough guess more often than they are actually ruled out.
The Illinois birthday rule, and its catch
Illinois gives you a 45-day window beginning on your birthday to change Medicare Supplement policies without health questions. It applies between the ages of 65 and 75, and you must already hold a supplement.
The catch is the part usually omitted: you may only move within the same company or its affiliates. If your insurer has raised rates and you want a different one, the Illinois rule does not get you there. Nevada’s equivalent does allow a change of carrier; Illinois’s does not.
Outside that window, and outside a federal guaranteed-issue situation, an Illinois supplement application is medically underwritten and can be declined. In a county where the supplement route is this popular, that makes the timing of the first decision more consequential than usual.
Checking networks against Medicare plans Waukegan carriers file
Your plan menu is set by county; your care is not. Waukegan residents use hospitals and physician groups across Lake County and into Cook, and a carrier can contract differently with a hospital, its employed physicians, independent specialists practising there, and its outpatient sites.
So the useful check is your named doctors against each plan’s current directory, before enrolling. A hospital appearing in a network does not confirm that the consultant you see inside it does.
How we compare Medicare plans Waukegan residents can join
We work by phone and screen share rather than from a Waukegan office, and we will say so rather than imply a storefront we do not have. What is local is the Illinois license, the county-level plan data and the network checking against your own doctors.
In a county where two-thirds of beneficiaries keep Original Medicare, the conversation often runs differently than it would elsewhere. We will price a Medicare Supplement alongside the Advantage options rather than assuming you want the lowest premium, because in Lake County that assumption is wrong more often than it is right.
Bring your county, your prescriptions with doses, and the doctors you intend to keep. With those the Medicare plans Waukegan carriers file narrow to a short list in one sitting.
